    Rebuild of v1.14.31 content. CI-only fix.

    v1.14.31c matrix jobs hit GHESNotSupportedError on upload-artifact@v4;
    Gitea only supports @v3. Rather than downgrade, collapsed the matrix
    entirely — build-push-action@v7 with comma-separated platforms handles
    multi-arch push natively in one job.
